Sings-Many-Songs, Argonian fisher: Sure, I'll do the thing... Eventually. Maybe.
Aerindel, Altmer stormcaller: After extensive research, I've come to the conclusion that doing the thing would be a waste of resources.
Liliel, Dunmer pyromancer: Aerindel said I shouldn't do the thing. Something about "resources".
Gyda Snowcaller, Nord cryomancer: I will find a way to do it that won't waste resources and make Aerindel proud of me.
Beatrice Leoriane, Breton vampire: I persuaded someone else into doing the thing. You are welcome, dear.
Sahima, Redguard performer: Doing the thing sounds awfully unpleasant and really not my problem.

I think if they could do this without the friction of a 40GB download, then we would see a lot more people on these weekends.

As previously pointed out, they've run free weekends before and it's not really made any difference in performance. They likely get more players coming back with each new DLC patch than on a free weekend.
Also with 73GB of space needed and a considerable amount downloaded, only the ones on the fence about playing another MMO or those bored and considering a return to the game are going to consider joining for this weekend given the size and time implication.
