Maybe a dumb question, but there are so many sets around.

ARE there Light Armor magicka sets on par with velidreth, viper, red mountain, viscanon who deal the same amount of (magic) damage?

Or are they only Medium Armor stamina sets who have the best procs?

Dmgwise skoria, nerien'eth and winterborn are in the same ballpark (weaker but with aoe effects of arguable usefulness). However the mechanic to trigger them or their actual workings are much different.

Skoria only proccs on damage over time (still the best set out of these three).
Nerien'eth has a 3s delay making it 100% useless against moving targets.
Winterborn has low procchance and only works on frost dmg which is only accessible in the game with a frost staff (and does not come in impen trait nor has it weapons available).

I personally feel all stam sets should have similar drawbacks as magica sets currently have if proccsets were to be kept in the game. I´d prefer a rework or removal so it´s not vaible to run more than 1 dmgprocc set if at all.

Just as I thought. Magicka gets the low budget proc sets.

I don't even want to wear proc sets. Lame

Magika has a plethora of proc sets that give you raw damage, sustain, or some other buff. There's tons of good magika based proc sets, there is a clear design decision to allow stamina proc sets to be direct damage while magika gives statistical buffs. The problem is that the Stam proc sets add enough burst that you needn't build any other damage or develop a rotation.

Well you could point out that stamina also gets stat sets that have a permanent effect equally powerful as the magica procc ones for stats and statprocc sets better than the magica ones - they´re all just inferior when compared to dmg proccs.

When proccsets get adjusted we´ll see the rise of bonepirate, draugr hulk, veiled heritance and whatsoever.

You could now get to the point that magica has better sustain sets - but stam abilities have a 20% lower base cost and the unchained passive exists... It´s got a long way to go.

The game is broken and has been broken in some form or another since launch. We go from one meta to another with everyone crying cancer or AIDS or whatever the insult meta is ATM. I think at this point if you are a from day one player we are here for our friends and 15% of the community because the other 85% are cancer or AIDS or something like that. The Devs imo have no way of fixing balance or have their hands tied to where they can't because of budget or corner office complications. Play the game, you can't fourm hero any change. We have been trying for 3 years now. GG ZOS lucky we still have friends here.

Imagine tanking vet MoL HM with Tremorscale... BRING IN DAT DEEEEEPS! No need for Jesus Beams, Standards or Frags when you've got a tank with Tremorscale. Hell give me 10 healers and an off tank and I'll DPS/Tank Rakkhat no problem. Won't even get a single lunar cycle. No seriously though, who had the idea of making this set? Because this is kinda what comes to mind when you see a damage proc on a taunt. At least Viper, Red Mountain and other monster sets make sense. But this?! Nah. I get the whole play as you want thing, but Tremorscale? This set clearly wasn't meant for PvP as taunts don't work on players (DUH). So some guy really thought that it would be a cool idea to make a potential alternative to Blood Spawn, do damage instead of doing something useful. The thing with tanks nowadays, is that debuffing and blowing Horns is just as important as making the boss hate you like he has never hated anyone before. Doing damage isn't really a priority.
Stupid idea that a lot of people hate as it made PvP a mess. At least Selene and Velidreth make sense.
