    Seems alright except for maybe for a few things. Healing an ally with a class ability limits sorcs from using it unless they use the healing morph of the Twilight Matriach which most sorcs don't use pets and what's to say someone doesn't stack up their highest resource to a point that this can be easily exploited. Example a stam DPS could use Hulking Draugr to shoot their stam through the roof while using a mix of Morag Tong, Leki, Kena and Velidreth to amp up Weapon Damage.

    kinda of the idea is all classes could use it, but the 2 classes with primary class heals would benefit the most and put a bit of an rng style proc set (damage based on stats of healed target rather then a arbitrary amount).

    The other problem I see with it after think for a bit is a templar's AoE heals and heal over time skills. How would the proc work on that? While it looks like a good idea, there are a few issues preventing it from being exploited heavily by one class and organised groups.

    4 man groups (most tanks are gonna have very low stats, a good number of dps only have moderate stats, the 2 classes that would benefit the most out of this is nb and templar, which in a 4 man group that means there is a 1/3rd chance of them healing the tank for very low proc damage, as well as i think the 6s cooldown would be even if the person did a high burst build and you healed them at the right time it still wouldnt be superbly powerful (example 7000 wp 35000 stamina would only do 10500 damage which if you did that every time that only appr 1.8k dps average being added. as well as where healed ally is in relation to targets. if you proced it on an archer hanging back it could hit nothing.

    in 12 man groups (trials) people a lot of times are very spread out, a lot more players are doing ranged attacks so good odds are few if anything would be hit off a proc from a high damage build.

    pvp is a lot more fluid, you have a lot more players, so its even more rng on who it will proc off as well as a lot of times you are not in the middle of a bunch of player.
