xbox - dark stalker broken?

I've noticed dark stalker skill don't give you normal speed after patch, neither the character turns black while crouched.

if you check under vampire, you can clearly see that the Dark Stalker Passive only works "While you have Vampirism Stage 4"
(In-game, it says that the passive lets you ignore the movement speed penalty while sneaking & lets you enter stealth faster at night. some details might not be accurate on the wiki.)
just a small tip for moving faster while sneaking, if you are a nightblade, conside getting the "Concealed Blade" Morph as when maxed out will let you move 25% faster while sneaking which makes for an Ideal Combo when combined with the dark stalker passive, good for flawlessly completing heists at the thieves guild for unidentified equipment of bahraha's curse/Syvarra's Scales.If you see me anywhere.
