Long story short. Proc sets are inbalance at the moment & complaints are flying all around in game and outside of the game as well. But like usual the amount of heated hate outnumbers any logical constructive comments. Thus I made a quick vid on how we can and we should balance the proc sets.

Quick Summary:
Proc set balancing should be based on the following 3 criteria
I. Cooldown & proc rate/proc condition
II. AOE & Is the damage dodgable?
III. Output damage & additional set effect

I cant go through all the proc sets in the game but I did manage to cover most of the controversial ones.
Tagging @Wrobel because this is important for him

Imho its just the damage that needs to be toned down. Reducing slows or adding a second here and there isnt going to change anything. Heavy users are getting to much burst from just a monster set alone.

First of all Magicka is well balanced. Stamina should be toned down because one-shot kills is not good gameplay.

Regarding proc-sets, someone already mentioned it should be flat damage and not able to crit.

The damage should be one fifth of what a normal attack could do. No way a piece of armor should be able to do more damage then a player skill.

A proc should cost a *** of stamina when it triggers. If you do not have the resources it should drain your health and drop your gold on the ground for others to loot. If you wear more then 1 proc set also your telvar stones should all drop on the ground.

"I am a nightblade. Blending the disciplines of the stealthy agent and subtle wizard, I move unseen and undetected, foil locks and traps, and teleport to safety when threatened, or strike like a viper from ambush. The College of Illusion hides me and fuddles or pacifies my opponents. The College of Mysticism detects my object, reflects and dispels enemy spells, and makes good my escape. The key to a nightblade's success is avoidance, by spell or by stealth; with these skills, all things are possible."

I strongly disagree. Damage doesn't covers all of proc set. That is imho a very naive way to balance things because a balance is require in between the 3 criteria I mention above. Proc sets should be diverse & different from one another and that means damage output from each set should in principle different from one another.
