Bar swapping bug (Extreme Lag)

While in PVP it take about 2 seconds to switch bars. I have a 100mbs lan internet connection. This is getting game breaking, please fix @ZOS_GinaBruno
Templars are the best class for this bug, due to the extreme heals. And every one is a templar explioting this bug.
