Hello,
I just purchased the Thieves Guild DLC, but can't join the guild because I cannot complete the very first quest -_-
The quest name is "Partners in Crime", and at a certain point you have to open a vault by moving 3 tumblers in the right position.
I believe I am doing this right
the 3 tumblers must match the positioning of the items on the table to the left, so horn to the left, candle in the centre, and skull to the right
but when I am done with the tumblers nothing happens. I can't proceed in the DLC storyline until I have completed this quest, which is VERY frustrating!

The correct combination is displayed on top of the bookcase (Horn, Candle, Skull).

I've taken part of the UESP walkthrough without trying to spoil to much:
Once you make it inside Fulstrom Manor, you'll find the doors to the treasury locked tight and, according to Quen, unpickable. Approach the bookcase between the doors and it will slide away to reveal a combination puzzle. The correct combination is displayed on top of the bookcase (Horn, Candle, Skull).

Once you get past the puzzle, locate the Giovessen Skull and take it.

Does your quest tracker not update, is it still stuck on the puzzle?

Just checked, once you've done the combination, the bookcase should automatically slide back into position and the doors on your left and right should open. Your partner Quen should say something to prompt you.

I had this problem too. Try relogging while you're in the room with the puzzle. Relogging fixes a lot of odd intermittent bugs.

I tried for the third time, even re-logged, but the quest would not progress. Then I started rotating the tumblers at random in frustration, and... the doors unlocked, but not with the combination I thought (and everyone else here confirmed is the right one, as I said the tumblers were rotated randomly and were all in different positions when my door unlocked)! ZOS, you may want to look into this and why it happened. At least now I can progress!
