For the witches event for halloween everything was free and it was easier to understand what to do, This new event is a "Buy to play" based thing? Or do you also get to participate for free ? Sorry it's not clear to me

it is an event for the people who bought the DLC, so yeah its a buy to play based thing.
Event is free though for people who already have bought the Orsinium DLC.0 -

✭✭✭✭✭This event celebrates one year from the release of the Orsinium DLC. Because it is specifically to celebrate that DLC, it is restricted to that area.
There will be another free Festival in December.Just so that everyone knows, my Altmer still can't have black hair. About a dozen of Altmer NPCs in the game have black hair. Just saying.
