Thank you for this Insightful information, i understand that some cities will always be deserted because their in the middle of nowhere and their useless. may i ask how do i get started with doing undaunted pledges? should i focus on leveling and pledges rather that gathering all the sky shards?

Well, I cannot be objective since I really like EP. What I can say is that EP has nice quests, and ones in Dunmer areas are best in ESO. On the other hand, DC has poor quests, bland and boring af. The only thing there worth doing is Alik'r desert. Rest is complete bs, ruined by Bretons and their whining 24/7. AD is way better than DC when it comes down to how zones and quests were done, but there are way too many Altmers there for me to enjoy the area. But Malabal Tor and Reaper's March are very nice.
That is true, but for a first char that might just go questing, it is good to do interesting quests first. It is no big surprise there are less players in DC than AD and EP, poorly done quests in DC areas did that.

First characer doesn't matter too much, you'll be too hyped to see it too much, but yes i saw how different the quests were etc.
But still if his friends are in DC, let himwho are we to make him choose a specific alliance.

Now my biggest concern is the pvp aspect, im not sure if the factions are balanced. is there a big difference between factions? is one always dominating the others?
