If enemies level with me, then why...?

I'm at level 47 playing in PvE zones and when I'm in a fight I often see other players of various ranks join me in the fight. They rank from much lower than me to much higher. If enemies level with the player, shouldn't a level 47 like me see only level 47 enemies, and other level N players see only level N enemies? Why do I still see players of different levels fighting the same enemies?

✭Its the magic of the new levelling system.
Low levels are buffed to make up for the buff stacking.
No scaling can give you the skill variety you are missing though.
I think of it more like ballpark scaling than anything accurate.
New characters still wont be soloing 4 man content.
Vets will.

ostrapz✭✭✭In 1tamriel update all monsters are brought to the same level in tamriel which is cp160. Every1 below cp160 has their stats scaled to cp160 with the better gear you have giving you better stays, in some cases better than a max lvlXbox 1 NA
