First off what the gentleman above stated by attaining 5k Weapon Damage you'll essentially lose more damage than you will gain. It's a common misconception that people think more weapon damage = more over all damage which couldn't be further from the truth.
You're biggest downfall is no maelstrom weapons on a stam sorc this needs to change you're losing way too much damage to be overall effective that's my personal opinion.
Getting back to your question.
5 piece tbs, 5 piece vo = maelstrom = trials and in most case of the lack of 2-3% dps dungeons. - Weapons whatever
Option 2
5 piece tbs, 3 piece vo, 2 piece khrags - weapons whatever
Option 3
Nightmothers 5 piece, 3 piece vo, 2 piece khrags - weapons whatever
I've tried mostly every set possible with many combinations and I firmly believe you'll be happy with option 2 it's stupid powerful, yes you'll have a bit over 4k weapon damage but this is ultimately the way you wanna go.

EDIT: I thought about that a little more I GUESS and 1 circumstance.
If you're khajit then you MAY be able to go warrior and shadow seeing as you have the 8% crit.
So... for those without VO or Maelstrom weapons my question is this: 5 TBS + Monster (using Skoria now) + 3 Agilty + 2 NMG or 5 TBS + Monster + 5 Viper?
The question boils down to 3 Agility + 2 NMG VS 5 Vipers Sting. In terms of numbers, and forgetting the 5pc poison damage on Viper for the moment, it looks to me like 1344 weapon crit & 965 max stam on Viper VS 193 weapon dmg & 688 weapon crit & 1451 max stam on Agility+NMG. Maybe it's obvious and I answered my own questions, but I'm no number cruncher. Seems like the 5 Viper would be better?
Why You want to increase wep dmg so much? Penetraton gives better results to some point and ballancing between both stats is better then increasing just one so I would reccomend sharpened weapons and Night Mother Gaze.
