How to fix PvP? Ideas?

I don't always pvp but when I do get proced and die in 1 sec. While not exactly true, i can survive a bit, but the problem now is that everyone is going full defense with full proc sets, its really hard to kill anyone without proc sets and at the same time proc sets feel so cheap and require no skill.
I'm a magplar who doesn't want to go proc builds, I use soulshine/Seducer and 2 Piece kena for high weapon damage and sustain, before you say 2 kena sucks i never run out of magika so i make good use of the extra spell damage. Unfortunatly its hard to kill full defensive enemies with unlimited resources.
My opinion, nerf Heavy armor damage and sustain and put a cap on proc damage on a single target.

✭✭✭✭✭We come up with ways to improve PvP all the time . Some get implemented like town capture points and IC flag revamps . The problem really is not on the PvP Dev . I sort of feel bad Sir Wheeler works hard to give what the players ther want when the other departments on balance just miss the mark so bad his work goes unrewarded . The PvP Dev listens , the balance Dev does not .1 -
Draven147✭✭✭My feelings on the proc meta of late is that 5pc sets should NOT give a direct damage bonus. All 5pc sets should do is buff you or your groups stats, shield you or group members in some way shape or form, or heal you and your group in some way shape or form. The only direct damage procing sets should be from monster sets. You should not be able to stack damage procing sets.
Perhaps, to help with the meta, once you enter Cyrodiil only the monster set (if you are wearing multiple damage procing sets) would be active and able to proc. Or the largest damaging set is only able to go off. If you aren't wearing multiple sets then it's business as usual.
Of course that is my opinion and thoughts. Maybe it would help and maybe not.0 -

✭✭✭✭✭1) Put a cool down on all procs that last 30 seconds. That cool down would affect all the procs you have, so even if you have multiple sets that have a proc, only one proc will go off in a 30 second timeframe.
2) Higher a specialist to evaluate the various cheating that goes on. Take positive steps to clamp down on cheating.
3) Re-examine all accounts that have been banned and reinstated for cheating. If there is the slightest indication that they are cheating, permanently ban them.
For ZOS, I have included the definition of 'permanently'.

✭I would remove the ability to sneak everywhere. have it tied to being close to a building/shrub long grass/tree/wall/nighttime etc etc. It's just so silly that you can be riding out in an open field and there's suddenly 7 enemies that jump you out of nowhere.
Sneak is great, but make it strategic. This all and everywhere is a little laughable.If you can be anything, be kind.1 -

2. Fix zerging thats why u die in 1 second
3. Fix eye of storm
4. Give no exp for group larger than 40 -

Proc sets changed PvP but it is not necesserly wrong. Now everybody can be (and is) deadly so tactic and strategy is more important than maelstrom weapon.0 -

I don't think PvP will ever be balanced. On the other hand, maybe Kena is not the best monster helm for PvP, but it sure packs a punch. Have you tried shalk? I mean, if your seducer is heavy.0 -
