✭✭It's intended. In the past it used to work on bosses, but this was changed some patches ago.0 -

✭This ability was exploited at game launch. See Templar ability blinding flashes predecessor to Radiant Oppression. Players would spam this ability causing bosses to miss constantly thus breaking the sacred PVE trial code. ZOS solution was to remove ability from game. ZOS new solution was to add boss immunity to all forms of CC making this set uniquely a PVP set for those old school templars.
