Sheer Venom not working with buffs bug?

Is there a reason why minor brutality and major brutality will not increase the damage it does but switching weapons does i.e. going from bow to 2h?
@ZOS_GinaBruno is this a bug?

That is how all Proc sets work.

They scale on the level and quality of the gear. The damage will NOT scale with your Stamina og Wep Damage.

It is however affected by direct bonuses to damage, such as DW and 2H passives, and Minor/major berserk etc. That is why the damage changes from Bow to 2H. Because of 2H Sword giving 5% Damage Bonus.

Well I wouldn't call it a "Proc" set since there's no chance of it failing to do what it's needed for the set to activate (No 10% chance of doing X for Z to occur).
All other sets like veli,skoria,etc have their damage parameters increased when buff'd , I can only increase the damage with thaumaturge and mighty CP.

Did not mean to indicate you abusing, or being a Proc-Monster. No reason to get defensive

In terms of game mechanics, Sheer Venom is a Proc set. It does not matter if it has 100% chance like Sheer Venom, or 20% chance like Velidreth. The key is, that it delivers a flat value damage or healing effect, that is not affected by your own stats, but only by the quality of the gear.

Velidreth, Skoria etc. are the same and does NOT have their damages buffed in ANY WAY by your buffs, that would not also buff Sheer Venom.

So to be perfectly clear; ANY buff that will increase damage of Skoria or Velidreth (like Minor Berserk or DW passives) will ALSO increase damage of Sheer Venom.

In your case, you mentioned specifically Minor and Major Brutality. These give increase to Weapon Damage and will not increase the damage of ANY proc sets, wether it be Sheer Venom, Skoria or Velidreth.
