Finder doesnt do its job, or the players dont.

How am i supposed to grind out my Undaunted when theres no one in my guild available and the Finder never gives me a group? Every time i try and queue its always an unending wait. Is it just because everyone else has forsaken it so theres just nobody else to be grouped with?

Depends what you're trying to do. Good luck trying to find pugs for ICP - it just doesn't happen. You could be in the queue for well over an hour.
The dungeon finder works pretty well if you already have a friend or two in your group and you just need a healer, tank or dd for an easier dungeon, but other than that, it's pretty awful and my experience with it is sub-par.

When I did manage to find some good pugs, they added me to their friends list. So now I have a roster full of people who I can ask to do pledges with when I need to get them done without relying on the finder very often.

Also, please fix PVP so I don't have to do this crap.

It sure can take a while. I found that if I queue during off-peak hours, surprise surprise! it takes over an hour.
The fact that I only play DD doesn't make it any shorter, as DDs are a dime a dozen.
Queuing during peak hours, and grouped with at least a Healer or Tank friend, makes the wait a lot shorter, from my experience. Especially if it is a dungeon famous for its sets.

You can always state that you are a healer, you will get into dungeon in a few minutes, sometimes seconds. And then you get kicked out of group, and possibly ignored, too.

I would definitely kick someone who did that

To the OPs topic though, I get groups pretty fast when I'm specced to tank, when I'm specced to DD it does take a little while longer. But honestly it hasn't been that bad.

Don't complain. We used to have it a lot worse if you can remember. I can at least say that group finder finds me a group, even though sometimes it isn't an ideal group.
