Cyro loot tables not lining up with patch notes?

So from the One Tam patch notes we are told that the following sets are found in Cyrodiil:
Cyrodiil: Affliction, Alessian Order, Almalexia’s Mercy, Arch-Mage, Bastion of the Heartland, Beckoning Steel, Buffer of the Swift, Crest of Cyrodiil, Curse Eater, Desert Rose, Elf Bane, Fasalla’s Guile, Hawk’s Eye, Juggernaut, Kyne Kiss, Leki’s Focus, Light of Cyrodiil, Marksmen’s Crest, Morag Tong, Ravager, Robes of Alteration Mastery, Robes of Transmutation, Sentry, Shadow Walker, Shield of the Valiant, Vicious Death, Ward of Cyrodiil, Warrior’s Fury
HOWEVER chests/mobs/bosses only ever drop pieces from the cyrodiil's crest/ward/light sets. Obviously the others are found on the gear vendors, but shouldn't all of these sets be added to the loot tables as well?
