Simple reason. You have a pledge from a few days ago in your quest journal. You want to do it before moving on to today's pledges, so you have another shot at the shoulder you're missing. Lo and behold Group Finder puts you in a group as a substitute and the people are stuck on the final boss. You can't get credit for the pledge that way. Yet again, Group Finder: FAIL!

^^ Exactly this. If you could check an option to not participate in mid-way dungeons, everybody would check it and groups stuck with a leaver or a disconnect could never finish it.XBox One - NA1 -

Using your suggestion, the rest of the group has to waste the time they've invested and just disband because of one person.

THIS IS A NEW-BUT-GROWING GUILD. We are focused on doing vet pledges, vet dungeons, getting achieves, & doing hard mode bosses.

✭✭✭I agree with the criticism. Two simple ways around that:
1. Give credit for the pledge anyway, as Kodrac suggested.
2. Only allow the option to do a newly formed group when someone has the respective pledge in their journal. Better yet, do it automatically.1 -

No. The pledge and queuing for a specific dungeon are independent of each other. One person could be queuing because they have the pledge, the other because they want to farm a set there, and they'd be put in the same group.
Yeah, it's a bit complicated. Because if you're stuck in the dungeon, you want to finish it. So maybe, if you are queuing for a specific dungeon and have the pledge for that dungeon in your journal, only put you in a new group?
OTOH, I've queued for a random and ended up in a group that was at the second to last boss in normal FG. 5 minutes = 100k XP = WIN!The Moot Councillor0
