What would be a good amount of spell penetration to have in pvp?

I'm looking for an amount that would negate most players spell resistance as much as possible. Currently I have about 17k, but it's hard to assess if some of it is unnecessary.

alephthiago✭✭✭✭✭There is a problem when you invest too much in spell penetration and that is bubbles, penetration doesnt do anything to it, only raw damage. I run 16k penetration and just leave when i find a shield stacker.
IMO a good amount of penetration is 12k and invest everything else in raw damage.Walks-in-Shadowss AD Magblade

Spinners gets your 14k
Maybe throw 1-2k into cp
and that will be fine, even over the top in some cases.

So I try for 14K - at least take half a tank's defences away and all of a light armor wearer. 17K seems a tad high but given the popularity of Black Rose set (is there a stamina build that isn't using it atm?), it may be spot on.

What exactly is a tank?
Nowdays everyone using the broken heavy armor and are around atleast 18k.
My heavy 2h/bow stam sorc has 18k.
A dk with the same setup would have like 3-4k more spell resistance , 3750 more if s&b
You get full on dmg specs using heavy armor with proc sets. So they are really tanky and have some of the best burst in the game.PS4 EU DC
