Race Change Broken?

I bought a race token for a pact character and am limited to pact races on the race change screen. But I have the Imperial edition, have since early launch. I assume it's a bug because neither the token or the crown store add say anything about race limitations.

Anyone experience this? I tried this yesterday, put in an appeal (no answer yet) to fix or refund and today the token is still there but race choice still limited.

    To clarify, I pre-ordered the Imperial Edition through the online store. Early launch means early start.

    When ESO launched the Imperial Edition was any race any alliance including imperial.

    If you pre-ordered and didn't receive a separate Explorer's Pack code to enter, you still wouldn't have Any Race, Any Alliance. It wasn't an automatic feature added.

    Yes the pre-ordered imperial edition came with these. I assume since he has been playing since launch he would know that he could already choose whichever race he wishes when he is in the character creation gui. If he cannot then the codes have not been applied.

    I had to add mine this way, unfortunetly it does say in store the crown store that I have it.

    I suppose this could be the problem. I ordered the digital edition and never received any packaging.

    If you cannot pick any race, any alliance in the standard character creation (not the change token) then the codes have not been applied. The codes were part of the pre-order bonus. Check you emails from around the time you purchased, maybe you'll find reference to codes you may have received.

    I pre-ordered the digital imperial edition too but I can make any race in any alliance. I haven't tried to change race so I have no idea if there are any issues.

    In character creation can you make an out of alliance character? A Khajiit in DC for example?

    Digital pre-orders should have applied the Explorer Pack directly. @Wreuntzylla can you create any race in any alliance in character creation?

    The other thing to check is your Collections screen. Under "Upgrades", you should have Any Race, Any Alliance ON-icon-store-Play_Any_Race.png (in addition to Imperial Race). (Note also that Race Change only allows you to change your Race, you can't change Alliance with it. So you'll be locked in EP but should be able to choose any of the 10 races.)

    Zeni sent me an email that simply said they have resolved the issue and closed the ticket but with no other explanation. However, before I read the email I bought the explorer pack based on our code discussion.... Cheaper than spending time researching.

    So, unfortunately, we may never know exactly what the problem was.
