Leveling Vampire skills any faster in One Tamriel?

I know that before, you leveled vampire tree very slowly if you were under level 40. Now that they made it so that you can go to any zone at any level, is it any different?
Say I get my level 10 guy infected with vampirism. Is it still going to be ungodly slow like before? Or will it scale with me and level like it would if I were level 40 before?

✭✭Most skill lines, including vampirism level in relation to your earned xp. The scaling system of 1Tam doesn't affect xp you get, so it will still take some time to level vampirism.3 -
