People are going to gravitate towards whatever the most efficient method is. If it's not cheating, I don't care. At that point, it's a challenge to beat their proc build.

there is no logic behind this. how can you "l2p" "git gud" against something that frankly kills you instantly. The only people that have the audacity to defend sets like this are the ones who need to 'l2p' and 'git gud' because they werent killing anyone before 1T and now all the sudden theyre KR is 5:1. Have you tried playing a magick sorcerer in heavy armor? Its worse than playing in light. Magick sorc doesnt have enough burst damage output to compete, your just gona last a few seconds longer but never kill anything
People still play Magicka Sorcerer in PvP? I would have thought the would have re-rolled to another class or re-spec'ed to stamina by now.
Some of us still have some pride in our skill. So we choose to go against the grain of the meta and play hard ball, unfortunately we are just shooting ourselves in the foot.
This is truth . I went on my old account on a dead PvP server last week just to remind myself how easy stam was and why I got tired of it . I held resources solo for two hours killing a dozen people with no effort on bow . There was no challenge at all . I was not even using a proc set .
When I got back on my new toon , every fight was hard mode again . I fought a Templar one on one and it took a couple minute to win . Was very fun , the fight could have gone either way because magic Templar is tough . This is PvP I enjoy . Not no scope sniper cod fight one button kill sprees .5 -

What hell are you talking about? Viper, velidreth, red mountain etc are in the game since way back 1T.
Of course those sets kills you, weapon and class skills as well in case you didn't know. This is the way you learn how to counter them. Simple and plain truth. Get out there, learn a few new builds and try to learn how to counter them, that's it.
We'll never have balance, it's impossible, we just need to find out whats the new trend and learn how to counter it. As I said there is plenty ways to counter proc sets, you just need to open your mind a little bit and put them on your rotation. Please elaborate on how you counter an RNG proc set? The only thing you've mentioned is dodge rolling, as a magic player, 1 dodge roll and 1 break free you are susceptible to an onslaught of attacks while you take a knee and wait for some stamina to come back. You contradicting yourself and showing us all. first you say you have no problem with the strongest meta builds in the game with your satellite 700ping service, then you say you cant duel because your satellite 700ping service and it would be an injustice to you.
Not only that but you keep saying how you are trying to help by providing no help. Yes of course these guys can be beaten, ive beaten plenty of them, thats not the issue, the issue is that these sets do not have a place in open world pvp or dueling for that matter. These sets are meant for PVE DD and should stay that way.
Funny, didn't you say in a previous post that these proc builds that "kill you instantly" were impossible to beat?
And yet you've beaten them with such regularity, you say.
