How to get motifs

Since the update enabling players to go across Tamriel I've been using it to go to all the guild traders. I've gone to almost all of them now, and I can't find the motif I'm looking for. The outlaw helmet crafting motif. Does anyone have instructions on how to get it, or if they have one to sell? I've ran out of ideas at this point... I don't know what to do...
