The one thing all MMO housing has in common is that no one ever actually spends any time in it.
I doubt that people will stop going to cities to spam skills and duels. Never underestimate people's will to cause grief to others.
It is one thing to just be there.
It is another to spam skills and duels in crowded places or inside buildings. It makes everybody around you lag, some people crash, it's a mess. And don't tell me it is not on purpose, because I see no other reason to do that if it isn't to cause grief to others.

Just make it so the damage done during a duel hits NPCs. Let the justice system take care of city/town duels.

Oh I am not claiming it should be banned or anything (I like the idea of letting the guards get them, though), I'm just saying it is rude, people know it is rude and they do it with the sole purpose of giving other people a bad time.
Anyways, back to housing.
We have very little information on it for now. I imagine we won't be able to do everything there, and we will still have reasons to leave our homes. The bigger homes seem to have stables, but we don't know which other services they will offer.
Although I invaded the big Khajiiti home in Reaper's March a while ago on PTS, there are no npcs in there yet so we can't be sure.

I'd actually pay RL money for Crowns to get a concierge NPC dunmer that stopped visitors in the doorway and made them listen to incredibly funny ESO NPC insults to be let in.

Make that mer Elam and I'm game.
But really, I would LOVE to be able to hire specific NPCs. It would be a good way to make some of our choices have consequences, too. Maybe one npc that is alive in my game is dead in yours, or maybe I made someone angry and you didn't, and that would change which NPCs are available to "move in".
