What are you using with it? I was thinking of going x5 Rattlecage (arcane jewlery) x5 Soulshine and x2 Skoria. But that would leave my Magicka very low.

It doesn't matter enough to me to grind gear to test it myself, but I have seen reports that it goes beyond the tooltip.
That said, I think Spinner might be better even if Soulshine is working with sweep.

The 4000 Spell Penetration works out to be around 6% increase in damage, assuming you use all of it and don't already have lots of spell penetration and go over your enemies total resistance.
The extra 450 Spell Power on soulshine increased my damage by 265 per hit on my Sweeps, which with that particular build worked out to a 9% increase in damage. (had maybe 2500 sp damage on that build)
The extra 450 will not be increased by major sorcery, it is a flat amount added at the end of all other buffs.
Long story short, it depends on how much cast time/ channel skills make up your total DPS. If you mix it in with lots of DoT's and instant skills and Sweeps only account for 25% of your damage, then Spinners will be better for sure. If all you do is cast Dark Flare followed by RD over and over in the back of a zerg, then Soulshine is your winner.

On my Magplar I've been using 2x Skoria, 5x Soulshine (3 armor pieces, 3 swords and a shield) and 5 Rattlecage (2 armor and 3 arcane jewelry)... Damn near everything I use is a dot, channel/cast time spell so Skoria procs all the time and my spell dmg equates to about 4500 with the set bonuses. I did lose about 5k magicka, but with the halloween food (health, magicka and magicka regen) and using the atronach mundus, I can get my magicka regen to about 1900 using impen gear.
I'm diggin the build so far.

I thought the same thing for breath of life because the tooltip says instant cast time, but I assure you it does increase the tooltip number and the actual healz to players are for real. It looks like from what others are saying that have tested soulshine is that it does work for puncturing sweeps. It just does not show it in the tooltip as increased damage, but causes the increased damage in combat when hitting another player. This makes sense because sweeps have a duration during the time you cast it and the time the skill ends. Glad to know this!

I guess it's unintended if it works with BoL though right? Will test it when I finish farming
