Gear that would let you use "off weapon" skills

I had an Idea before One Tamriel of weapons or shields that would let you use other weapon skills. Example: A shield that would let you use skills out of the Resto staff line, A Dagger that would let you cast out of the destro staff line, A 2 hander that would let you block and use one hand and shield skills and passives.

Everyone I've talked to thought this would be a great idea. Imagine tanking and not having to swap out your shield for that one resto skill you need. But I fear now, with weapon ultimates, that this would break balance, But you could easily make it where weapon ultimates could only be used with the proper weapon. I think it would add a lot more variety to the game. Seeing a special two hander being able to flurry! A tank, not getting crushed the second he had to swap to a staff... Once again, these would be proper epic drops with a very rare trait that allowed one tree access. I think I gave enough examples to get your mind flowing. What do you think of this idea?

    I'm guessing it would be too OP and make many other sets obsolete.

    Just like a set that allows you to consume both a drink and food. too op.

    also it would make no sense to be able to shoot fire balls out your dagger, or throw a barrage of arrows out your shield.

    I agree with the posters above, that a set bonus that allowed skills from other weapon lines would be odd and really could impact people playing those weapons in a negative way.

    However, a 5 pc bonus that opened a new skill? Or a new skill line? That's an interesting idea.

    One other bonus I see, is where people who use tho handers and staves, get shorted in set bonuses. Where dual wielders can 5/5 5/5 2/2, two handers can not.
