Fort Zeren Manor

Can Fort Zeren Manor (inside Fort Zeren, obviously) be entered? When I go up to the door I get the (E) ENTER prompt, but it's greyed out and can't be used. Does it open up later in the game? I'm one of those folks who likes to explore each area fully....

Pheefs✭✭✭✭✭Some doors only open if you have the relevant quest.
& the fort is tied to an either/or quest, so I'm not sure if the fort manor will ever open if you choose to help them at the docks instead...
I don't remember for sure.
