The average sales price for several glass motifs has fallen below the cost of the resin required to manufacture them... The price of the resin needs to come down for the glass fragments to have any value.

Sounds like the supply is greater than the demand. Just stop making them.
Also, I agree with you. The pages should no longer even require a potion at all to make. Just combine 8 pages together.1 -

Increasing the price of the resin will decrease the quantity of motif chapters supplied over the next year, whereas decreasing the price of the resin will just exacerbate the surplus by adding more supply when demand remains unchanged.
