Don't know if this is a known bug, but one of our dps had to leave before we finished CoA II for the pledge today. We decided just to take someone from the que instead of inviting a guildie. When he joined, we got the message that we'd joined a que for CoA I, and were then pulled from the Skoria fight and into CoA I. Our leader never qued for anything else.
