How exactly do cooldowns work...

Take for example: Burning Spellweave.

When it procs, it lasts for 8 seconds and the cooldown is once per 12 seconds.

Does this mean:
  1. Procs
  2. 8 second Duration of the effect
  3. Once the duration is over, the 12 second cooldown starts
  4. After the 12 second is up, it can proc again

or
  1. Procs
  2. 8 second duration starts, and also the cooldown duration starts
  3. Once the 8 second duration is over, the cooldown is still in effect, which leaves a 4 second window to proc again

    First one is the only one that makes sense. Otherwise, this effect would be up more than 67% of the time

    It's the second one. I am getting 55-60% uptime on my spellweave set.

    If it was the first one, this set would be totally useless.

    Option B.

    The 12 second cooldown is triggered by the initial proc. 8 seconds effect duration leaves 4 seconds of cooldown.
