Most likely it's just the way the bolster to CP160 works now. Anyone who was already CP160+ with CP160 gear will have the same numbers they had before. But anyone below that will have either increased stats, if they're very low level, or decreased ones if their gear is not within 5 levels of their true level. That's what the new stars in the character panel are trying to tell us.
