Yes, basically by the time Wrothgar came out the timeline has moved on and no new Dolmens are being constructed by the Worm Cult, no new chains being send down from Coldharbour. The Planemeld has essentially finished, except perhaps in some weird way in the Imperial City

So why are there no old unused dolmens in the DLC zones?
Almost as an afterthought - there are none in the starter realms either... hmm

Game design to help integrate new players into it smoothly back when you were forced to start a new character there after going through the prison.
It's the same reason there are no working dolmens in Craglorn - it was designed as content to be done only after you did the main quest line and stopped them from being built.
Would be nice if they reintroduced them with new landmass DLC, but since they've set precedent I doubt it'll change.
