Is treasure hunter champ passive broken?

I did 10 dolmens today with the treasure hunter passive and got only blue and green jewelry out of the chests. Other people were getting purples and didn't even have the passive.

    Put locks on dolmen chests. Boom, problem solved

    I have that passive and would get the odd purple... but definitely tons of blue and green.

    No idea if it's legit broken or what though.

    Yeah it doesn't seem like you should even get greens though cause it says it improves the quality of items in chests. It doesn't say it's just a chance to improve quality.

    Oh thanks. I've got a character with pretty high ledgerdemain so I'll use him to farm. I was using another one that isn't at fighters guild 10 so I was using him.
