Is the Magician star within the Tower bugged ?
I had to put there 50 points for an 11% magicka cost reduction, while in the Shadow Ward 30 points for 10.8% block cost reduction.
"Is it true her wounds healed on their own ? Yes" No s***, at 75% health regen penalty!

Now if you put 100 points you will see that magicka (and stamina) cost reduction will be 16% max and block cost reduction will be 25%.
