When will Dual Wield ulti be fixed?

Was hoping it might be working finally after today's patch notes but still doesn't actually hit targets that are immediately in front of me - very expensive for an ulti that quite often does 0 damage.
When is the problem going to be acknowledged and then how long after that until it is liable to be fixed?
Seems a shame to have one of these high profile new ultis that simply doesn't function most of the time.

Right now i'm just leveling it (All of them actually) and then i'll be using something else that actually works.
