Why do our hands turn a bright neon blue color during Dolmen fight?

Why does it happen? Is their any logical explanation behind this occurrence?

    All resources restored, faster regeneration after a nearby pinion is activated.

    The festival has increased the grind, however the grind began and will continue for the purple set jewelry in zones like Deshaan and Malabal Tor.

    Unfortunately soloing a dolmen will cease to exist now that Tamriel One is live. People are farming for new set drops.
