Halloween masks droprates?

From 150 skulls, I got 1 scarecrow, 2 pumpkins, 1 bloody mara, so not too bad...with just a little bit of trading with my guildies, I have 2 characters covered on the motif, and I need only 1 more for the 3rd...then all 3 of my primary crafting chars will be taken care of, covering blacksmith, clothier, and woodworker...I had one char finish the quest with 100 skulls earlier today, so I'm good with the event after I get the last motif piece.

Now, I'm most interested in utilizing the XP bump the best I can til November. My chars are all still between 20 and low 30's and still have a good way to go with quests, trait researching and leveling the crafting skills, so I'm trying to decide whether to return to story & zone quests, or to continue the skull hunt. There's so much gear dropping from the frequently respawning bosses even before the 3minute cooldown, that it's helping me tremendously with both researching and deconstructing. In addition, I'm getting lotsa filled soul gems, and from the skulls i'm getting lotsa bait...so, if I stay with skull farming, my story progression will slow down, but I'll still get XP from bosses & lackey monsters, so I may continue that way at least for a little while...

Just got my 2nd mask, I'd say 2 in about 150(ish) skulls ( for me anyway )

RNG is RNG but why does it always seem like it is cruel?

Roughly 240 Skulls so far, more than 100 recipies, so many copies of each motif I don't know what to do with them even after getting three characters to learn them all, and no masks at all.

Me and people I have farmed it with.

My 3 characters;
one completed 100 skulls got 2 pumpkin masks and gold recipe farmed for hours untill completed.
Second character 54 skulls no mask but has got gold recipe
Third 30 skulls with friends no mask or recipe.

Friend one 100 skulls exactly he got last mask, his character got two of the the other masks ( we swapped as I had two pumpkin)

Friend two 30 skulls got pumpkin mask ( I gave her my second recipe)

Two of the masks came from two world bosses, two from public dungeons, one from a normal delve.

Admittedly, I haven't had a full day off of work since Wednesday, but still, I'm astonished by how many skulls some of you guys have.

Also disappointed, because I doubt I'm ever getting a gold anything if you guys haven't.

Got 64 skulls. Have at least one of everything but the pumpkin mask. Have 3 of the gold recipe. 5 spare purple recipes. I'm hoping that pumpkin mask pops in the next 36 skulls.

ps. Speculations on whether it matters which bosses you kill etc? For example instanced dungeons vs public dungeons & bosses =P

I've gotten three of everything, including the gold recipe, except:

either mask
hollowjack axes

Doing Mages Guild, Fighters Guild and Undaunted dailies on 12 characters and some other fun stuff, like Cyrodiil dolmens (which do drop skulls if the buff is activated outside of Cyrodiil).
