They do - it's called 'Battle Spirit'. That's why we get 50% weaker shields, healing, damage and 5k more HP. I don't know why they are so reluctant in changing some abilities/sets to work differently on this buff so it doesn't affect PVE.

I don't care for your "oh you have no skill" bs...when I see something pop up from the ground or a giant hand close around some NPCs it makes me laugh...i play this game because it is just that...a game...it is meant to be fun and relaxing...it is not meant to be work

Why not just introduce gear that's PvP only? They could even use the same 'skins' for it so both sides could have the look they want without folks crying about one set looking better than another, but being unobtainable.
Many games do something pretty similar, with PvP sets having stats that reflect that playstyle. ZOS could remove the PVE procs from them, since they appear to be useless in PvP, and instead bolster the sets with PvP related stats, such as crit protecttion, etc..
I realize that's a solution that involves logic and common sense, not to mention a little work, which isn't generally part of their process these days. Even so, it can't be that hard to do. If they weren't spending so much time and money trying to shove crown store gambling boxes down our throats, they could get it done.
It wouldn't solve PvP balance, as that's the Holy Grail, but it would go a long way to helping reduce the friction between the two communities, and give both something they can use and enjoy.
Problem is we are in an MMO where every 6 months a whole new set of grind gear has to be released to get people online and grinding. One look at ever dolmen / delve boss shows that you need the new gear to compete and PvP players tend to want to Win more than most so they get upset when a person with a two handed sword runs up to them and kills them in seconds, or their health hits zero due to a series of annoying procs every time they are hit with a light attack. As such they can either stand at a Dolmen for 6 hours killing the mob every 10 minutes or they can ask for the new super gear to be toned down.
I wish we could get content and not grind but that's not the nature of the beast.
I suspect in 6 months time we will see a series of new crafted sets and a 180 tier material to get all the hard core players back out harvesting and crafting.

Hardcore PVP players are a very small portion of the player base. They do complain loudly though.

Hardcore PvEers are also just as rare and complain just as loud. Everyone who is a hardcore player wants the game to be balanced just look at all the hardcore PvEers complaining about stamina DPS. The only happy players are questers and role players. But we can't listen to them about balance because all they do is fight trash mobs
