Game no longer plays at 3840x2160 DSR

Hello,

I know many say not to use GeForce Experience but in the past, it's optimized The Elder Scrolls Online very well. In-game, the resolution should be 3840x2160 as Geforce Experience optimizes it with DSR. However, in the last few days, I noticed the graphics starting seeming inferior. I checked the in-game resolution and it's set to 1920x1080 and I can't choose anything higher.
I'm not sure what I did, or if I did anything at all. I'm not a fan of the new GeForce Experience.

I'm using latest drivers (373.06). I've tried deleting usersettings.txt and starting over but it didn't work so I restored my old one.

    Add all the DSR resolutions back from NVIDIA Control Panel.

    Manage 3D Settings -> DSR-Factors
    4.00x is 4K
