Either a hidden/overlooked achievement (seems unlikely at this point) or you buy it with the Crown Store Dye Stamps (likely). :S1 -

✭✭✭✭✭It doesn't show up under the dye tab.Just so that everyone knows, my Altmer still can't have black hair. About a dozen of Altmer NPCs in the game have black hair. Just saying.

Gyda Snowcaller, Nord cryomancer: I will find a way to do it that won't waste resources and make Aerindel proud of me.

✭✭It is a stamp. You use it to color one crown store costume, then it disappears. You cant buy it to unlock it forever, neither you can use it on equipment. No need for drama (again).
For slow people:

✭Damn, it's a really nice orange too. Had been hoping to see one like that. Wish you could just by the dye outright as an unlockable for the dye screen instead of just a single-use stamp.3 -

If the hope is that people are going to spend a bunch of money to "stock up" on orange and black stamps during Halloween, I wouldn't hold my breath. It's too bad, since it really is a nice orange.9 -

Same. It's one thing that kept me playing. Unlocking all the dyes
Plus I like to play dress up and experiment with colours. I can't really do that with stamps. 1
