Unique weapons all have the same trait?

I have been paying attention to traits after getting two Vengeance Precise and cheking the vendor for sharpened one handed weapons and finding DOZENS of the same named weapons with the same trait.
Did ZOS locked traits for unique weapons? If thats the case then i feel bad for certain sets locked with sh....hummm less than optimal traits.
Is anyone able to confirm this?
