Because the area is meant to be a copy of an area of the mortal world. It is a mini oblivion realm and there already is a portal to that world as provided by Fa-Nuit-Hen :P We enter because he invited us in essence, not an area to port in and out at whim :P

That makes sense BUT surely when he invited us he didn't intend or predict we'd stay for all eternity did he? So he'd know, eventually, we're going to leave. Hence the need for a way out; ie: a wayshrine you can port out from

The wayshrine is in case you need to rez without soul gems. There is one in the beginning of any and every delve, public dungeon, and group dungeon. (That little stone thing with a flame on top.)
It's for people who actually ran out of soul gems. Which is funny because by the time you get to vMSA, you are definitely always packing enough soul gems.
