World bosses and delve bosses have same event skull CD?

Farming skulls from event noticed that they didn't drop for some reason! It usually happens when those bosses are killed in small time apart. It only affects skull drops, still getting set pieces. Is it intended or bug?
Scenario 1: I kill WB get skull +loot, run to next one get only loot no skull!
Scenario 2: I kill WB get skull +loot, run to delve and get only loot no skull!

Those bosses aren't being zerged!

It's there to stop market cornering by big guilds. But there are two certain bosses who are not affected by CD. But, I ain't gonna spill the beans.0 -
