Shield Armor Build: Brands of Imperium with Lunar Bastion

I'm in a guild which already has a couple main tanks. I expect that my primary use will be as an off tank, but occasionally as a main tank. I have been trying to come up with a build which produces raid utility (like an off tank) but would allow me to step in quickly as a main tank.

I'd like to try something new and creative. I'd love to hear thoughts on an armor combo of Brands of the Imperium with Lunar Bastion

I am already versed in the criticisms of Lunar Bastion (small radius and the 2k shield doesn't stack ontop of itself each time it ticks).

Are there any other thoughts on why this might be brilliant or stupid?

Also, is it possible for the Lunar Bastion shield to drop in normal Maw (been farming it for a while now and haven't seen it)?

A guildie and I tested Brands of the imperium, it also has a small radius so will only help those very close to you, but if you ran guard with this setup you would be taking more individual ticks of damage and up its proc rate which will help. I've also been running iceheart recently so if you want to go overboard on sets procing shields that helm can help, if you have the aoe or crit rate to proc it.

So here is another thought.

Lunar Bastion (or brands of imperium)
Permafrost
Iceheart

Dual Weild - for increased chance at critical and increased chance at causing damage (see: iceheart and Imperial passive)

Now I'm proc'ing shields and I'm proc'ing my Imperial racial skill of 10% chance to restore 6% of my health.

Sprinkle in health regen on my jewelry and I have about 2505 health regen (885 from permafrost, 500 from jewelry enchants, 513 from provisioning drink all multiplied by 132% in passives in draconic and constitution). I'm going to be multi-shielded and regaining about 1200 health per second.

Probably will need to put a lot of champion points into resistances to compensate for loss of resistances in armor.

Seeing as combat physician is now available in weapons/jewelry, wouldn't this would be a much better proposition than running lunar bastion? I just found that set so underwhelming.

Combat phys is trash because it only procs on 1 ally at a time. Shame really.

Speaking on combat phys, does anyone know if the prayer set can proc on multiple targets? It gives a shield 6% of the time on healing but shows no cooldown.
