What is that people are talking about collecting skulls for the current event? What is it actually?

Use it in your inventory and you get a quest.
Complete it and you get a memento, use this and you get double exp after drinking the cauldron that appears and every boss mob you kill drops a skull with random loot inside.PS4 EU DC
