@ZOS Is the Overland World Boss increased difficulty supposed to apply to side quest bosses?

I completed the Rift Side Quest - A ritual in Smokefrost Peaks.
The Bone Colossus that spawns as the quest boss has 250K+ HP. I wasn't expecting that from a basic side quest as many dungeon side quests have been ~120-130K HP bosses at the end.
Is there any chance that this particular quest boss got picked up with the specific Overland World Boss increase only because it spawns overland?
