Should be the average. A few times I've noticed values like 126 weapon damage from a 2/3/4 in a case where I'm wearing some gold some purple (purple would give 124, and gold would give 129).
I am pretty sure it goes to the lowest value...which is why gold jewels are so coveted. I do not have the evidence to back that up though.
Just go buy a cheap green ring and a cheap blue ring of the same set and read the values on each before equipping. After equipping, the values should read as the lower of the two values.
But yeah, it sucks. On the other hand, it means I don't need to gold out my VO armor pieces.

This answer is correct. It's an average between the pieces.
It's definitely the average. If you have them all equipped the tooltip will be adjusted to the average. Obviously if they're not equipped it will show what the value would be if they were all that quality.
I am not 100% certain, but it seems to scale to the lowest quality.
So essentually:
• Slotting dual wield CP160 Gold Agility Swords grants you the Legendary-quality Max Stamina bonus
• Slotting dual wield CP160 Gold Agility Swords and a CP160 Purple-quality Agility ring grants you the Epic Max Stamina bonus and the Epic-quality Weapon Damage bonus
