HP Regen and Major Defile?

I have heard and read that major defile also affects your HP regen. Even though the counterpart, Major Vitality, does not.

So i tested it, and so far am not seeing any effect on HP regen on stat sheet, when having major defile on.

Can someone clarify for me? Does it affect but not show on statsheet (lowering your HP regen value) ? According to normal game rule / mechanic, HP regen should NOT be affected by defile.

    Major Defile "Reduces Target’s Healing Taken by 40%"

    I cannot fathom why someone told you it improves your health regen. It does not.

    Did not say improve. Said affect. Someone told me that major defile cuts down on your HP regen. Which i did not believe and so tested.

    Based on a quick google, some time ago - more than a year - HP regen was considered a heal. But not anymore.
