Figured I'd point this out since I see a lot of people dueling in Rawl'kha despite the low FPS and high ping that plagues that town. Most people I've talked to have no idea the arena exists, or where it's at.

The arena is west of Wayrest (the main town in Stormhaven, a DC zone), and just north of the Soul Shriven Wayshrine. It's got plenty of flat, open space for duels and several elevated viewing areas. This arena isn't used for any quests, and was introduced in the One Tamriel patch. Happy duels!
