Gear in BWB since U12

I just wondered how gear works in BWB since update 12. Before One Tamriel we had to keep gear up to date with our level or lose power (eg: if I was level 40 wearing level 12 gear I would be really weak), with the changes in scaling that came with update 12 has anything changed in BWB or does gear work the same way? And if it does work the same way, does anyone use non-crafted set gear? I don't get how using non crafted gear would work if you have to update your build/gear every few levels. Do you just buy it?

✭Enchants and food now scale in update 12.Overload rework. Power Overload now does physical damage and grants you the power of a tornado: You throw a brick at the target with a light attack, and you hammer your head into that brick with every heavy attack. We have decreased its Ultimate cost, but increased the chance that you get stuck in the animation.0
