Patch Notes Launcher fix?

So the recent patch notes addressed the EU/NA bug, but there was no mention on the launcher forcing my computer to reboot each time it's opened bug. Apparently there is a fix for it already: "This is due to an update for Microsoft Visual C++ 2015 Redistributable. Once this update is applied, your patch progress should continue. In the event you get stuck in a rebooting loop, you can visit Microsoft’s page to download the update manually." however, I can't update/uninstall/reinstall Microsoft Visual C++ 2015 Redistributable (x86). It keeps telling my that I need to restart my computer to complete the rollback of the software whenever I try to uninstall it. Another curious note is that the version on my computer is 14.0.24210, while the version I downloaded off Microsoft's website, has the version number of 14.0.23026 - Implying that the version on my computer is somehow ahead of what's available on their website? If anyone has any ideas on how to fix this, please let me know.

    Update:

Contacted Microsoft Support. They managed to uninstall the weird version of vc redist x86. There seemed to be some corrupt data in my registry. We've got the most recent version on my computer now, but it still reboots my computer when I open the launcher. We'll have to wait until maintenance is done to see if anything was fixed.
